NBC Chicago

By NBCChicago.com

A BMW made its own parking spot Thursday morning when it landed on top of two other cars.

The SUV was on the third floor of a parking garage around 11:15 a.m. at 20 E. Randolph St. when the driver suddenly hit the gas, said Vicky Baftiri, who witnessed the incident.

The car flew through some wires and launched into the air, landing on top of a Jaguar and Mercedes.

"I was pulling out from my parking spot," Baftiri said. "If those cars weren't there he would've hit me."

The driver looked thoroughly shaken and Baftiri yelled to call 911. Chicago Police and fire officials arrived, and no one appeared injured.

The crash happened on the same floor as an Enterprise Rent-A-Car. A clerk at the kiosk told Baftiri the man was returning the rented vehicle.

ZTE Grand X (U970 and N970) and Grand X LTE (T82) hands-on

ZTE Grand X and Grand X LTE handson

You may recall that ZTE unveiled its Snapdragon MSM8960-powered Grand X LTE handset (pictured right) just a few days ago, but as it turns out, the original Mimosa X design is still very much alive under that new Grand X moniker, and we were able to play with both Android 4.0 devices at Mobile Asia Expo in Shanghai. In fact, there were three models in total, as the Grand X comes in two flavors in China: the U970 for China Mobile comes with 1.2GHz Tegra 2 (yes, Tegra 2), TD-SCDMA radio, 1GB RAM, 4GB storage and a five-megapixel camera; while the identical-looking N970 for China Telecom packs a 1.5GHz MSM8660A, CDMA2000 radio, 1GB RAM, 8GB storage, microSD expansion and an eight-megapixel camera.

With all the phones attached to various cords we weren't able to get a good sense of their ergonomics, but they were all surprisingly light. In terms of build quality ZTE didn't disappoint, either (at least the casing is certainly a big step up from the Skate), and their 4.3-inch qHD LCDs looked good as well. Oh, and the vanilla Ice Cream Sandwich build flashed onto these devices ran smoothly during our brief hands-on, so hopefully they'll stay that way in the hands of buyers. Help yourself to our photos below.

Oil prices rise, drop, and rise again. Buckle up, Earth.

Predicting global oil prices is not easy. Prices have more to do with global politics -- and supply and demand -- than with politicians, but voters take out their anger on the leaders they can reach.?

Imagine the challenge of (correctly) predicting the future price of oil and all those wonderful fuel products Americans love to use, in the midst of a crucial election year.

When oil-producing countries like Iran, Iraq, Libya, and Nigeria, become unstable, oil prices can soar. When economies shrink in energy-consuming places like Europe and the United States, oil prices can sink. When both trends happen at the same time, oil market analysts dig into their pockets for a coin to flip.

In February, when oil prices surged over $110 a barrel, some oil analysts were predicting an End Times scenario, where the US economy would go into a fetal position, rocking back and forth and singing Adele songs. Fox News Channel, the drama queen of the global news pageant, was betting that gasoline pump prices were likely to hit $8 a gallon, a factoid that, at least for now, appears to be utterly false.

RELATED: Eight ways $100 oil may affect you?

Early this week, crude oil prices had dropped to $84, driven downward by the lower demand of a contracting global economy. Gasoline prices are dropping with them, down to a national average $3.56. This is significantly higher than the 26 cents it cost to fill your father?s ? or your grandfather?s ? Oldsmobile, but the dollar is worth less today than it was in the 1950s. In inflation-adjusted dollars, we have been paying $10 to $30 a barrel for the past 160 years or so, with just a few major spikes in 1860-1861, 1979-1980 and 2007-2008.

Now the bad news has gotten so bad, it?s good. On Wednesday, oil prices shot up again to $85.56 a barrel, ahead of Federal Reserve chairman Ben Bernanke?s testimony before Congress, as oil market analysts bet that he would urge for some kind of stimulus package.

Aside from gasoline price swings from nearly $4 a gallon to $3.50, the volatility of oil prices has other effects. Higher oil prices, which drive up the cost of production, make factory owners think twice about expanding. High oil prices also encourage consumers to start thinking about conservation, such as turning off lights and buying fuel efficient cars. But high oil prices also make oil exploration in new places more attractive. And as oil companies start finding oil in untapped fields in Kenya, North Dakota, Ghana, Alberta, Israel, and Somalia, that increases the overall supply of oil, which ends up driving prices down again.

A growing global supply of oil might seem to be the solution to America?s economic doldrums, but this solution brings a host of ecological problems, according to Foreign Policy magazine?s Steve Levine.

Already, carbon emissions last year reached levels that are linked by scientists with a 2 degree rise in global temperatures over the past 50 years, according to the International Energy Agency. But if carbon emissions continue to rise ? as they will if more energy is produced, and if energy prices drop enough for people to consume more of it ? the world will ?blow through? emissions targets agreed to in global treaties.

So this provides what may be the most vexing moral dilemma of our times: to grow, or not to grow. That is the question.

One thing you will notice about this process: It has very little to do with politicians. These days, the price of oil is determined more by roughnecks in greasy denims or Wall Street futures traders than by Middle Eastern oil sheikhs or White House economists. But voters, driven by fear or angst, still feel the need to punish the man in charge for their economic suffering. And in an election year ? as former French President Nicolas Sarkozy can attest -- the economy matters above all else.

The roller coaster continues. Buckle up, Mr. Obama.

Red Cross to pluck wounded from Syria's Homs

BEIRUT (Reuters) - Syrian rebels stormed an army barracks in the northwestern province of Latakia overnight and killed at least 20 solidiers loyal to President Bashar al-Assad, an activist group said on Wednesday.

The pro-opposition Syrian Observatory for Human Rights said rebels had captured some soldiers, including a colonel, and seized machine guns and rocket-propelled grenades.

Latakia, a Mediterranean coastal province and home to Syria's main port, was relatively free of conflict until the past month. Recent weeks have seen a surge in rebel attacks on tanks and army checkpoints and activists say that in some areas, the rebel Free Syrian Army has been able to hold territory.

The International Committee of the Red Cross meanwhile said it was preparing to evacuate wounded and trapped civilians from the city of Homs after both sides agreed to its request for a temporary pause in fighting.

ICRC spokesman Hicham Hassan said Red Cross and Syrian Red Crescent teams were ready to go into Homs, where hundreds of people have been killed since February, as soon as possible.

As the action unfolded in Syria, world leaders aired their differences over the conflict at the G20 Summit at the Mexican resort of Los Cabos.

U.S. President Barack Obama said Assad, whose family have ruled Syria for four decades, had lost all legitimacy and that it was impossible to conceive of any solution to the violence that left him in power.

But Russian President Vladimir Putin told reporters at the end of the summit: "We believe that nobody has the right to decide for other nations who should be brought to power, who should be removed from power."

Alarmed but apparently impotent to resolve the crisis, the outside world is deeply divided in its response to the increasingly sectarian conflict that threatens to become a proxy war for regional powers.

Western nations and their Sunni Muslim allies in the Gulf and Turkey seek Assad's overthrow but are wary of intervention, while Russia, China and Shi'ite Iran - Assad's strategic ally - have protected Assad from a tough international response.

Fifteen months since the anti-Assad uprising broke out, the situation has now become so dire that a United Nations observer force, originally deployed to monitor a ceasefire, halted patrols on Saturday after convoys were shot at and attacked by crowds.

CLASHES ACROSS COUNTRY

Observatory head Rami Abdelrahman said that in the Latakia barracks raid, fighting went on from Tuesday late until just before dawn on Wednesday. Two buildings were destroyed, he said.

In assaults against opposition strongholds across the country, soldiers and militias loyal to Assad killed 19 people on Wednesday, he said.

Six fatalities were on the outskirts of the capital Damascus which the government has shelled in an attempt to claw back ground lost to the rebels who had set up their own checkpoints.

Activists in central Hama city said the army shelled Arbaeen neighborhood and troops were preparing to the storm the area.

Residents of several towns and cities point to a similar strategy by the army - first it bombards areas where rebels are hiding, sometimes for days, and then ground troops move in.

Also on Wednesday, a convoy carrying an Italian journalist was hit by two roadside bombs, killing a Syrian policeman and wounding three others, while it was travelling to the southern town of Deraa, the Italian news agency ANSA said.

Claudio Accogli, an ANSA correspondent, was unhurt.

The United Nations says more than 10,000 people have been killed by government forces during the conflict, while Syria says at least 2,600 members of the military and security forces have been killed by what it calls foreign-backed "Islamist terrorists".

International efforts to halt the violence are deadlocked because Russia and China, which hold veto power in the U.N. Security Council, have blocked tougher action against Assad. They say the solution must come through political dialogue, an approach most of the Syrian opposition rejects.

But a peace plan proposed by international envoy and Nobel Peace laureate Kofi Annan has all but collapsed and the West is unwilling to intervene militarily, as it did in Libya last year to seal the fate of Muammar Gaddafi.

What began as a peaceful protest movement has developed into a civil war between the armed factions, marked by a campaign of repression by Assad's forces that has been internationally condemned for its ferocity.

Despite Western diplomatic and moral support for the rebels, the large, well-equipped government forces have them outgunned, making a swift resolution to the conflict an unlikely prospect.
