But my son and I enjoyed the free tips so it was worth it. At some point, we were convinced that this was something we wanted and we did buy it. I didn?t feel like I was tricked. I knew what I was getting into, maybe it?s because I?m a marketer. But, hey, anyone who doesn?t like it can unsubscribe and never think about it again.

Cheat on taxes? Not cool, say most Americans

Most Americans don't think it's OK to cheat on taxes.

Americans may make plenty of jokes about cheating on their taxes, but a new survey finds that in reality most don?t think it?s OK to rob the tax man. Or at least, that?s what they?re telling the IRS Oversight Board.

The?2012 Taxpayer Attitude Survey, released Tuesday by the independent oversight board, finds that 87 percent of Americans don?t think it?s OK to cheat on your taxes. That?s a 3 percentage point increase from last year.

Only 11 percent think it?s OK to cheat, either a little or as much as possible.

Perhaps more surprising, 95 percent of Americans said their personal integrity influences them to report their taxes honestly, an 8 percentage point increase from five years earlier.

About 63 percent said they are influenced by fear of an audit, while 70 percent are motivated by third-party information that could show them to be a tax cheat.

The IRS Oversight Board, an independent body created by Congress in 1998 to oversee the Internal Revenue Service?s actions, completed its annual survey of 1,500 Americans last August and September. The survey has a 3.1 percent margin of error.

If they?re going to pay their taxes honestly, most Americans seem to think everyone else should, too.

The survey found that more than 90 percent of Americans think it?s important that the IRS ensures that low- and high-income taxpayers, small businesses and corporations honestly pay their taxes, too.

Those results appear to show that Americans have come to feel more strongly in recent years that everyone should pay their fair share of taxes, and the IRS should vigorously enforce tax laws.

The results come as many Americans are either getting ready to file their 2012 income tax returns, or already have done so.

They also follow a bruising battle in Washington over the so-called fiscal cliff, a series of tax hikes and spending cuts that were scheduled to take effect until Congress reached a last-minute deal.

The fiscal cliff agreement raised taxes for wealthy Americans earning $400,000 or more and allowed taxes on capital gains and dividends to go up. It also ended a payroll tax holiday, meaning that most Americans are seeing more of their paycheck going to the tax man for Social Security and other entitlements this year.

Why do we have such an aversion to horse meat?

The discovery of traces of horse meat in food products supposedly made of beef or pork has caused a scandal in Britain and, most recently, prompted Ikea to withdraw its Swedish meatballs from stores in 21 European countries.

The controversy is obviously about more than the mislabeling of food. The very idea of eating horse strikes many people in Britain and the U.S. as abhorrent ? despite the fact that horse is considered a proper food item in many parts of the world.

A new study from researchers at Oxford University says the roots of the taboo on horse meat are in the spread of Christianity in Anglo-Saxon England. But the real reason may be something more pedestrian: simple economics.

Although church authorities did attempt to root out the practice of eating horse in Northern Europe and the U.K. because of its perceived connection with paganism, there's no evidence that this was the decisive factor in turning popular sentiment against horse meat.

It seems far more likely that the aversion grew out of common sense home economics. Cows are just more efficient sources of food than horses.

Brian Palmer of Slate explains that in terms of caloric content, 3 ounces of cows give you more bang per pound:

A three-ounce serving of roast horse has 149 calories, 24 grams of protein, and five grams of fat. The same amount of beef tenderloin has 179 calories, 24 grams of protein, and nine grams of fat. Horse milk, which some Central Asians drink in fermented form, has one-third the fat of cow's milk.

To the contemporary eye, that may make it sound as if horse meat is healthier than beef. But that's only because we have ample sources of calories and fat available to us. For most of human history, that hasn't been true. Medieval residents of Northern Europe would have certainly appreciated the higher calorie, higher fat content of beef. Even without the scientific ways of discovering precise fat and caloric intakes, it would have been easy to notice that a serving of beef left you feeling more full than a serving of horse.

What's more, the different digestive systems of horses and cows mean that cows are more efficient eaters. A 2002 study published in the Journal of Applied Ecology found that horses eat 63 percent more than cattle. This isn't just a matter of bulk. Horses also eat more "digestible material" with actual nutritional content than cows, according to the study.

This is rooted in the differences between the digestive systems of the animals. Here's how Jessica Walling, a graduate student at Central Washington University, explains it at the Mustang Management blog:

[Cows and horses] diverged from common ancestors into two families known as Artiodactyla and Perissodactyla ? ruminant and cecal digesters. Fermentation in the cecum and the rumen is similar. However, horses are only 70% as efficient as cows at digestion. This is because cattle regurgitate and chew partially digested food as "cud," repeatedly. Food is ground into smaller particle sizes. Another reason cattle are more efficient is because the food they intake is digested by microbes before it enters the true stomach.

Given a choice between raising cows and horses for food, it makes far more sense to raise cows. To put it differently, people who preferred beef to horse meat would have been healthier, heartier and used available resources more efficiently. They would, in short, have been more prosperous and successful. Over time, the beef eaters would triumph over the horse eaters.

While early Christian leadership may have nudged some in Europe away from eating horse meat, it's very likely the more efficient culinary taste would have won out even without a papal edict.

'Vulcan' and 'Cerberus' Win Pluto Moon Naming Poll

The votes are in, and it looks like 'Vulcan' could be the new name for one of Pluto's smallest moons.

After weeks of online ballot casting by people around the world, the poll asking the public to name two of Pluto's moons ? currently called P4 and P5 ? ended today (Feb. 25).

As of 12 p.m. (1700 GMT), the polls closed with a total of 450,324 total votes cast since Feb. 11 with 'Vulcan,' a Pluto moon name proposed by Star Trek's William Shatner,?is the clear winner.?Vulcan nabbed roughly 160,000 votes, with Cerberus in clear second place with nearly 100,000 votes.

Vulcan was a late addition to the Pluto moon name contenders, and pulled into the lead after Shatner, building on his Capt. James T. Kirk persona, plugged the name on Twitter. Vulcan, the home planet of Kirk's alien-human hybrid first officer Spock, is not just a fictional world in the Star Trek universe. It is also the name of the god of fire in Roman mythology, and officials at SETI added the sci-fi favorite to the ballot for that reason.

"Vulcan is the Roman god of lava and smoke, and the nephew of Pluto. (Any connection to the Star Trek TV series is purely coincidental, although we can be sure that Gene Roddenberry read the classics.)," wrote SETI scientist Mark Showalter in a blog officially adding the name to the list on Feb. 12. "Thanks to William Shatner for the suggestion!"

These votes don't necessarily mean that P4 and P5 will end up being called Vulcan and Cerberus, however. The IAU will take the results into consideration, but ultimately they have final say over what the tiny moons are called.

Pluto has five moons ?that astronomers currently know of. Scientists first caught sight of Pluto's largest moon Charon in 1978, but it was not until 2005 that astronomers discovered two other moons (Nix and Hydra) using the Hubble Space Telescope.

The moon P5 was discovered in 2012, also using the?Hubble telescope ?. The moon P4 was discovered in 2011. Both P4 and P5 are only 15 to 20 miles (20 to 30 km) in diameter.

Long-Lost Continent Found under the Indian Ocean

The drowned remnants of an ancient microcontinent may lie scattered beneath the waters between Madagascar and India, a new study suggests.

Evidence for the long-lost land comes from Mauritius, a volcanic island about 900 kilometers east of Madagascar. The oldest basalts on the island date to about 8.9 million years ago, says Bj?rn Jamtveit, a geologist at the University of Oslo. Yet grain-by-grain analyses of beach sand that Jamtveit and his colleagues collected at two sites on the Mauritian coast revealed around 20 zircons ? tiny crystals of zirconium silicate that are exceedingly resistant to erosion or chemical change ? that were far older.

The zircons had crystallized within granites or other igneous rocks at least 660 million years ago, says Jamtveit. One of these zircons was at least 1.97 billion years old.

Jamtveit and his colleagues suggest that rocks containing the wayfaring zircons originated in ancient fragments of continental crust located beneath Mauritius. They propose that geologically recent volcanic eruptions brought shards of the crust to Earth?s surface, where the zircons eroded from their parent rocks to pepper the island?s sands. The team's work is published today in Nature Geoscience.

Crustal remains
The paper also suggests that not just one but many fragments of continental crust lie beneath the floor of the Indian Ocean. Analyses of Earth?s gravitational field reveal several broad areas where sea-floor crust is much thicker than normal ? at least 25 to 30 kilometers thick, rather than the normal 5 to 10 kilometers.

Those crustal anomalies may be the remains of a landmass that the team has dubbed Mauritia, which they suggest split from Madagascar when tectonic rifting and sea-floor spreading sent the Indian subcontinent surging northeast millions of years ago. Subsequent stretching and thinning of the region?s crust sank the fragments of Mauritia, which together had comprised an island or archipelago about three times the size of Crete, the researchers estimate.

The team chose to collect sand, rather than pulverize local rocks, to ensure that zircons inadvertently trapped in rock-crushing equipment from previous studies did not contaminate their fresh samples. The nearest known outcrop of continental crust that could have produced the Mauritian zircons is on Madagascar, far across a deep sea, Jamtveit notes. Furthermore, the zircons came from Mauritian sites so remote that it is unlikely that humans carried them there.

?There?s no obvious local source for these zircons,? says Conall Mac Niocaill, a geologist at the University of Oxford, UK, who was not involved in the research.

Also, it does not seem as if the zircons rode to Mauritius on the wind, says Robert Duncan, a marine geologist at Oregon State University in Corvallis. ?There?s a remote possibility that they were wind blown, but they?re probably too large to have done so,? he adds.

Other ocean basins worldwide may well host similarly submerged remains of ?ghost continents?, Mac Niocaill notes in an accompanying News & Views article. Only detailed surveys of the ocean floor, including geochemical analyses of their rocks, will reveal whether the splintered and now submerged Mauritia has any long-lost cousins, he suggests.

One's a "Family Guy," the other wanted to "somehow form a family." Oscar-watchers were of differing opinions on host Seth MacFarlane's performance at Sunday's big awards show, but many found one thing to agree on: He looked an awful lot like Peter Brady.

Here's the story: Some Oscar-watchers felt host Seth MacFarlane looked more than a little like Peter Brady.

Twitter users spotted the comparison early, and began sharing photo comparisons and of course, "Brady" references. (Some saw a mixed resemblance, saying MacFarlane also looked like Donny Osmond.)

You remember Peter, the Brady family's middle son, played by actor Christopher Knight. Peter loved movies too -- he famously once tried to say "pork chops and applesauce" in the style of Humphrey Bogart. And he was more than a little into drama, once getting big brother Greg to attempt a "Cyrano" act with him in hopes of charming a girl, and pretending to his parents that he was still employed after a bike shop fired him for working too slow.

MacFarlane acknowledges the resemblance, telling Parade magazine on Sunday, "I get a lot of 'Hey, aren't you Peter Brady?'" And maybe the resemblance is more than skin-deep.

If you'll remember, poor Peter, like middle sister Jan, had it a little rough. He never pulled off the suave charm of Greg or the little-kid cuteness of little Bobby.?Maybe, as the mixed reviews of MacFarlane's hosting gig continue to trickle in, the comic can relate.

Pa. gov's filing defends antitrust suit vs. NCAA

HARRISBURG, Pa. (AP) ? Gov. Tom Corbett argued in a court document filed late Monday that the NCAA has been trying to use his antitrust lawsuit against it over the Penn State penalties in the Jerry Sandusky child sex abuse scandal to combat what he describes as a groundswell of public criticism.

Corbett said the judge should not grant the NCAA's request to dismiss the case, saying college sports' governing body made a factual error when it said the penalties were voted on by the university's trustees.

Corbett, who as governor is a trustee, said the NCAA's motion to dismiss the lawsuit he filed in early January "appears to have been written more to advance the NCAA's broader agenda, and to combat the recent groundswell of public criticism against the embattled organization, than to raise legal issues appropriate to a motion to dismiss."

NCAA spokeswoman Emily Potter offered no immediate comment on the latest filing.

The Republican governor's lawsuit asks the judge to throw out all the penalties, including a $60 million fine, a four-year bowl ban and the loss of football scholarships. He claims the consent agreement has harmed students, business owners and others.

"The NCAA wrongly claims that its arbitrary decimation of the PSU football program is no different than its enforcement of rules regulating player eligibility or uniforms ? which do enhance collegiate competition ? although PSU was not found to have violated a single NCAA rule and the NCAA's own president insisted that the consent decree was not an enforcement action," Corbett's lawyers wrote.

The NCAA has said the penalties are unrelated to regulation of economic activity so antitrust law doesn't apply.

Sandusky, a former defensive coordinator at the college football powerhouse, was convicted last summer of sexually abusing several boys, some on campus. He is serving a 30- to 60-year state prison sentence. He is appealing and maintains his innocence.

The consent agreement between the NCAA and Penn State was signed a few weeks after Sandusky was found guilty of 45 criminal counts. Penn State is not a party to Corbett's antitrust lawsuit or to the NCAA's lawsuit filed last week against Corbett and three state officials over a newly enacted state law that is designed to keep the $60 million within the state.

Trial Against BP To Begin Over 2010 Rig Explosion

Some are calling it "the trial of century." In New Orleans Monday, dozens of lawyers will pack into a federal courtroom to argue over BP's civil liability from the 2010 Gulf of Mexico oil spill. Millions of barrels of oil fouled beaches from Texas to Florida. Billions of dollars are at stake.

It's MORNING EDITION, from NPR News. Good morning. I'm Steve Inskeep.

The worst environmental disaster in American history is the subject of a trial that is beginning today. It's a big and complicated civil lawsuit stemming from the 2010 explosion of the Deepwater Horizon oil rig in the Gulf of Mexico - and, of course, the spill that followed that.

We're going to talk about this with two NPR correspondents who've been covering this story for years. The first is NPR's Debbie Elliott. She's on the Gulf Coast. Debbie, Good morning.

DEBBIE ELLIOTT, BYLINE: Morning, Steve.

INSKEEP: You know, this oil spill - which captivated all of us in 2010 - is starting to feel rather distant in time. Does it feel like a long-ago event, though, on the Gulf of Mexico?

ELLIOTT: Certainly not for the people on the Gulf and who live along the Gulf Coast. You know, a lot of people have seen these ads that BP has been running that say come back to the Gulf. We've cleaned everything up, and everything is great. And the reality is, is that there are still 200 miles of oiled shoreline in Louisiana, for example, wetlands that are still covered in oil. The reality on the Alabama Gulf Coast is that every time there's a thunderstorm or a hurricane or a tropical storm or the surf gets turned up, there are tar mats that are submerged out in the Gulf of Mexico, and that surf churns up those tar mats, and tar balls come back on the beach and have to be cleaned up again. So this is an ongoing event that people have been living with for nearly three years now.

INSKEEP: OK. So this is a story that has faded a little bit from national attention, but is still happening where Debbie Elliott is. And let's bring in now NPR's Carrie Johnson, our justice correspondent. She covers the Justice Department. And let's talk about the case here, Carrie. What does the government have to prove in order to get BP to pay up billions of dollars in damages?

CARRIE JOHNSON, BYLINE: One of the central questions in this trial is whether BP engaged in gross negligence, causing - or helping to cause - an explosion that led to the fouling of the Gulf in April 2010. And BP, as you may remember earlier this year, has admitted to a criminal charge. But BP is still going to argue that it made some mistakes, but the blame should be shared with its contractors, like Halliburton and Transocean, the owner of that Deepwater Water Horizon rig. The Justice Department says it intends to prove that BP acted with recklessness and willful disregard for the safety of workers.

Remember, Steve, 11 people died on that rig. And the Justice Department says through expert witness testimonies, emails from BP officials in which they talk in the days before the spill about flying by the seat of their pants, that they were putting profits over employee safety. That's a huge question worth a huge amount of money, because if the Justice Department can only prove that BP engaged in simple negligence, BP is on the hook for about four-and-a-half billion dollars.

INSKEEP: A lot - but?

JOHNSON: A lot - but almost four times as much if the Justice Department can prove that BP engaged in gross negligence.

INSKEEP: Well, let me just ask: Is it surprising at all to either of you that this has come to trial, rather than BP simply settling out of court, as so often happens with civil lawsuits?

ELLIOTT: You know, I think a lot of observers did expect that this would likely settle, because BP has settled a lot of other cases. They settled with private plaintiffs, the individuals and businesses who were harmed by the oil spill economically and who might have medical claims. BP agreed to pay at least $7.8 billion - could be higher - to cover those claims. BP has admitted its role in the accident and settled criminal charges with the Justice Department.

But last week, we heard BP general counsel Rupert Bondy say the company had been faced with demands that were excessive and not based on reality. And we think that those demands are coming mostly from the states. The two lead states in this litigation, Alabama and Louisiana, have said they are not willing to agree to any settlement unless BP pays enough to cover any long-term damage to the Gulf, damage that we may not know about right now.

INSKEEP: Well, let me ask about that, because when the still happened, it seemed like just an unimaginably bad event. Then there was a round of stories some months later about how maybe the oil spill was not that devastating after all. A lot of the oil seemed to have vanished. Now, Debbie Elliott, you're telling us that years later, oil is still washing ashore. How long is it going to take before we know the true scope of the devastation here?

ELLIOTT: You know, some people will say it could take 10 years, 20 years. Nobody really can answer that question.

JOHNSON: That's right. Many environmental groups and many government scientists are trying to figure that out right now, and it has a huge implication for how much BP must ultimately pay under violations of the Oil Pollution Act.

INSKEEP: Carrie Johnson, thanks very much.

Pixar's 'Brave' wins Oscar for best animated film

LOS ANGELES (AP) ? Pixar's Scottish adventure "Brave" has won the Academy Award for best animated feature film.

The win extends Pixar's domination of the category, marking its seventh win since the award was first handed out in 2002. "Brave," Pixar's first film with a female protagonist, didn't garner the kind of critical or popular support that movies like "WALL-E" and "Up" did.

But "Brave" still managed to win over Walt Disney's arcade game fantasy "Wreck-It Ralph," which many expected to take the award. Either way was a victory for Disney, which bought Pixar in 2006.

The other nominees Sunday night were Tim Burton's Mary Shelley homage "Frankenweenie," the stop-motion ghost story "ParaNorman," and the stop-motion sea voyage "The Pirates! Band of Misfits."

The 85th Academy Awards are airing live from the Dolby Theatre.

Notre Dame linebacker Manti Te'o told reporters Saturday that he has been given no indication that the Lennay Kekua hoax will hurt his stock in April's draft.

"No, not really," Te'o said during his media session at the NFL Scouting Combine in Indianapolis. "They've told me that they've all just wanted to hear from me what the truth was. They haven't really said anything about it affecting me. ... (One team and I) briefly described it for 30 seconds and the next 14 minutes was about plays and getting down to business."

Te'o said that every team he has interviewed with so far has asked him about the scandal surrounding how he fell in love with a nonexistent woman invented by another man.

"They want to hear it from me," Te'o said. "They want to know what happened."

Te'o didn't get into too many details about the Internet scam, telling reporters that he is "focusing on football and the combine."

Te'o said that he already has met with the Houston Texans and Green Bay Packers and has interviews scheduled with 18 other teams.

GOSHEN, Indiana ? Union workers at a northern Indiana trailer-hitch manufacturer have voted to forego arbitration and accept a severance agreement that will pay the most senior employees $36,000.

Most of the 350 United Steelworkers Local 9550 workers at Cequent Performance Products in Goshen supported the package in votes tallied Friday night, Local 9550 Vice President Deb Hathaway said.

"No matter what they give us it's still not enough for us losing our jobs," she said.

Steelworkers Sub District 4 Director Mike O'Brien said 240 of the 350 union members at the plant voted. He didn't disclose vote totals.

"It was certainly not unanimous but it wasn't close," O'Brien said. "I think a lot of people looked at, 'Well, this is what the company is offering and we take a chance going to arbitration.'"

Cequent, a subsidiary of Bloomfield Hills, Michigan-based TriMas Corp., announced in November it would move operations from the 450-employee plant 25 miles southeast of South Bend to Reynosa, Mexico, to lower shipping costs.

Workers with less than a year's seniority will receive $500 while those with 30 years or more will receive $36,000. Workers also will receive company health benefits for at least a month after they are laid off. The total severance package is worth more than $3.5 million, O'Brien said.

Layoffs began Friday, but O'Brien said he didn't know how many workers lost their jobs.

More than half the employees are scheduled to remain on the job through the end of June, with the last due to be let go in December.

Former Canada Ambassador Feels Slighted By Argo

Ken Taylor, the former Canadian Ambassador in Iran says he feels slighted by Argo, the movie nominated for a best picture Oscar. The former ambassador protected Americans in Iran at a huge risk to both he and other members of the embassy staff during the hostage crisis in Iran druing 1979. Taylor said it would reflect poorly on Ben Affleck the film?s director, if he does not say something about the role of Canada, if the film wins the Academy Award.

Taylor also said he felt slighted by the film since it makes his country look as if it was a just an observer to the heroics of the CIA in rescuing six citizens from the U.S., who had been caught up in the hostage crisis.

The former ambassador does not believe Affleck will say anything, but he hopes Affleck will if he is awarded the Oscar.

Taylor kept six Americans hidden inside the Canadian embassy in Tehran and helped to facilitate their escape through obtaining plane tickets and fake passports. In the U.S. and Canada, he was a hero afterwards. However, in the movie his role during the crisis helping the six Americans was minimized.

On Friday in a prepared statement, Affleck said he thought the issue regarding Ambassador Taylor was resolved. He said he admires Taylor for what he did in rescuing the Americans. Affleck said Taylor was a hero. He also said he had been asked by Taylor to narrate a film Taylor was featured in.

Former President Jimmy Carter also said that the movie distorted the amount of input the Canadians had in the planning of the escape. Carter said that 90% of the myriad of contributions for the escape were made by the Canadians, while the film made it look almost entirely the CIA.

Samsung takes on iPad Mini with Galaxy Note 8.0

BARCELONA, Spain (AP) ? Samsung Electronics is beefing up its tablet range with a competitor to Apple's iPad Mini that sports a pen for writing on the screen.

The Korean company announced on Sunday in B'arcelona that the Galaxy Note 8.0 will have an 8-inch screen, putting it very close in size to the Apple's tablet, which launched in November with a 7.9-inch screen. It's not the first time Samsung has made a tablet that's in the Mini's size range: it's very first iPad competitor had a 7-inch screen, and it still makes a tablet of that size, but without a pen.

Samsung will start selling the new tablet in the April to June period, at an as yet undetermined price. It made the announcement ahead of Mobile World Congress, the wireless industry's annual trade show, which starts Monday in Barcelona, Spain.

The Note 8.0 fills a gap in Samsung's line-up of pen-equipped devices between the Galaxy Note II smartphone, with its 5.5-inch screen, and the Galaxy Note 10.1, a full-size tablet. Samsung has made the pen, or more properly the stylus, one of the tools it uses to chip away at Apple's dominance in both tablets and high-end smartphones. Apple doesn't make any devices that work with styluses, preferring to optimize its interfaces for fingers, mice and touchpads.

On Samsung's Note line, the pens can be used to write, highlight and draw. The screens also sense when the mouse hovers over the screen, providing an equivalent to the hovering mouse cursor on the PC. However, few third-party applications have been modified to take full advantage of the pens.

Conserving corals by understanding their genes

In reef-building corals variations within genes involved in immunity and response to stress correlate to water temperature and clarity, finds a study published in BioMed Central's open access journal BMC Genetics. This information could be used to conserve or rebuild reefs in areas affected by climate change, by changes in extreme weather patterns, increasing sedimentation or altered land use.

A research team led by the Australian Institute of Marine Science, and in collaboration with Penn State University and the Aix-Marseille University, studied DNA variations (Single Nucleotide Polymorphisms, SNPs) across populations of reef corals found at a range of temperatures and water clarity along the Great Barrier Reef.

SNPs which correlated to water clarity and water temperature preferred by cauliflower coral were found in genes involved in providing immune response, and regulating stress-induced cell-death. This means that coral with a specific version of these genes tended to grow at higher temperatures (or water clarity) and another variant at lower. A similar story was found for staghorn coral - SNP in genes involved in detoxification, immune response, and defense against reactive oxygen damage, were found to be associated with temperature or to water clarity.

Dr Petra Lundgren, from The Australian Institute of Marine Science, explained, "Corals are particularly vulnerable to climate change. Not only is the temperature of the water they live in affected but extreme weather and higher rainfall leads to increased levels of sediment, agricultural runoff, and fresh water on the reef. This work opens up possibilities for us to enhance reef resilience and recovery from impacts of climate change and pollution. For example, if in the future we need to restore coral populations, we can make sure that we use the most robust strains of corals to do so."

Student Loans And Credit Cards Coming Under More Scrutiny ...

Rising federal student loan debt and potential changes to how such loans are treated under bankruptcy could be a ?train?wreck? for U.S. taxpayers, Discover Financial Services President Roger Hochschild said.

The executive defended his company?s foray into the student lending market, stressing it adheres to high underwriting standards when approving loan applicants.

However, he accused the federal government, which now controls the majority of student lending, of lax underwriting.

?I actually think it?s going to hit all of us as taxpayers in terms of what it does for the federal student loan program and their utter and total lack of underwriting,? Hochschild said. ?But I do not think it will be a train wreck for Discover shareholders.?

Rutgers and Rowan Universities are among the schools?that fall under the law.

Citroen C3 Hybrid Air Prototype: 2013 Geneva Preview

On the Citroen stand at the 2013 Geneva Motor Show, the brand will showcase a C3 Hybrid Air prototype fitted with the new Hybrid Air technology.

A full-hybrid solution combining a petrol engine, compressed air and hydraulic power, Hybrid Air delivers exceptional performance with fuel economy of less than 3 l/100.

The Citroen C3 Hybrid Air produces CO2 emissions of just 69g/km with fuel consumption reduced by a third to achieve a record-breaking 2.9 l/100km (81 mpg US or 97.4 mpg UK) over a combined cycle.

In urban driving, fuel consumption and CO2 are reduced by 45% compared with a vehicle solely fitted with the same internal combustion engine.

The C3 Hybrid Air will also feature a ?car scan? function that shows all the workings of the Hybrid Air technology.

Hybrid Air Technology
The unique Hybrid Air system was developed by PSA Peugeot Citroen in cooperation with the Bosch Group.

Hybrid Air combines proven sub-systems and technologies including a PureTech petrol engine, a compressed air energy storage unit, a hydraulic pump/motor unit and an automatic transmission with an epicyclic gear train. Eighty patents were filed by the PSA Peugeot Citroen Group during the development process.

An intelligent electronic management system manages input from the driver to optimize energy efficiency with three operating modes;

- Air power, with zero emissions
- Petrol power, using just the combustion engine
- Combined power, with the combustion engine and hydraulic motor working together

Hybrid Air combines all of the technologies, relying on the intelligent electronic management unit to switch continuously between the three operating modes. Optimizing energy efficiency in this way cuts fuel consumption and allows the system to recharge the energy storage unit with compressed air.

Active up to 43mph (70kph), Air Mode works in the same way as the ZEV mode on existing hybrid vehicles.

The combustion engine is not used. The energy stored (compressed air) is transmitted to the wheels via the hydraulic motor and gearbox. Depending on traffic, this mode will be active between 60 and 80% of urban driving time. Maximum use of deceleration and braking energy will ensure efficient recharging of the compressed air unit.

Petrol Mode transmits energy to the wheels without input from the compressed air unit. This mode is used primarily for journeys outside urban areas. Again, the energy from deceleration and braking is recovered for use when in Air Mode or for the boost function in Combined Mode.

Combined Mode, the combustion engine and hydraulic motor work together. This mode is used particularly during pick-up and strong acceleration, with a significant boost effect (total power of up to 90 kW) delivering performance comparable to that of an engine from the next market segment.

A "small niche" of New Zealand Defence Force personnel will stay in Afghanistan after the official withdrawal of Kiwi troops at the end of April, says Prime Minister John Key.

ONE News deputy political editor Jessica Mutch has tweeted that Key has announced 27 NZDF people, including three SAS members will stay on in Afghanistan.

The Government says at this stage most of them will stay to the end of April next year.

Cabinet today agreed on New Zealand's contribution to Afghanistan beyond the April withdrawal of the Provincial Reconstruction Team (PRT) from Bamyan province, in line with the joint International Security Assistance Force (ISAF) Afghan transition plan.

ISAF, also known as the coalition forces, is the NATO-led security mission in Afghanistan.

Foreign Affairs Minister Murray McCully and Defence Minister Jonathan Coleman said in a statement New Zealand "will continue to make a small but proportionate military commitment" to the international mission in Afghanistan from May this year, and that "we remain committed to international efforts to improve the security and prosperity of Afghanistan".

"The current NATO/ISAF mission is not scheduled to end until December 2014. As previously indicated, the Government believes it remains in New Zealand's interests to continue to play our part to secure the gains that have been achieved in Afghanistan over the last decade," McCully said.

"Most of these deployments will, initially, operate from the closing of the PRT in April, for a one-year period to the end of April 2014."

Coleman said 27 NZDF personnel will be based in Afghanistan, predominately in the capital, Kabul.

"While the overall numbers of this contribution are relatively small compared to the size of the PRT, the NZDF deployments cover a range of roles and will be highly-valued during the final stages of the ISAF mission," Coleman said.

"It is important that the gains that have been made over the last decade in security, development, health and human rights are not lost."

The group will include eight NZDF personnel deployed to the UK-led Afghan National Army Officer Training Academy in Kabul from later this year. As announced last year, this particular deployment is likely to extend beyond 2014.

Also in the group will be 12 NZDF personnel deployed to the ISAF Special Operations Forces headquarters, employed mainly in intelligence and planning roles, and three NZDF personnel with the ISAF headquarters in Kabul.

Three other NZDF support personnel will be part of the New Zealand "National Support Element" while one NZDF officer will be with the UN Assistance Mission to Afghanistan.

Coleman said this week he will be visiting Brussels to attend the NATO/ISAF Defence Ministers' Meeting and he will use the opportunity to set out to partner countries what New Zealand's on-going contribution will be.

The deployments are in addition to New Zealand's commitment announced last year to contribute $US2 million per year from 2015 to help sustain the Afghan National Security Forces after the ISAF mission concludes.

New Zealand will also continue to provide development assistance to Bamyan province after the withdrawal of the PRT.

The New Zealand Embassy in Kabul is expected to close before the end of 2014.
